2. Driver’s license has 12 points
In the draft Law on ensuring road traffic order and safety, the Ministry of Public Security proposed a driving license with a total score of 12 points. Driving licenses are deducted points when the vehicle drivers violate the law on road traffic order and safety.
Currently, the Government has officially agreed with the above provisions in Resolution 123 / NQ-CP.
Accordingly, if all points are deducted in a year, the driver must retake the test, if the points are not fully deducted, 12 points must be re-issued to apply for the next year or in 01 year without violations, points will be added. .
3. Social insurance book replaced by Social Insurance Card
According to Clause 2 Article 96 of the Law on Social Insurance 2014, in 2020, the Social Insurance Book will be replaced with the Social Insurance Card.
With the above change, employees will be more convenient to implement benefits related to social insurance, less time consuming and paperwork attached.
However, although it is only a few months until the end of 2020, there is still no official document to guide this.
4. Paper health insurance card replaced with electronic card
In order to modernize and simplify administrative procedures in the health sector, Decree 146/2018 / ND-CP stipulates that no later than January 1, 2020, health insurance participants will be issued a card. Electronic medical insurance.
Those who have a paper card are actively converted to electronic cards by the social insurance agency and are not required to prepare additional documents.

Under the provisions of the Law on Immigration of Vietnamese citizens effective from July 1, 2020, Vietnamese citizens aged full 14 years or older are issued passports with electronic chips. In particular, this subject also has the right to choose to issue a passport with an electronic chip or a passport with no electronic chip.
Passport with electronic chip is a passport with an electronic device that holds the encrypted information of the passport holder and the digital signature of the citizen.
The term of passports with electronic chips is 10 years while the passports without electronic chips are only valid for 5 years.
According to information from the Ministry of Public Security, due to the impact of the Covid-19 epidemic, the equipment system from abroad has not yet been imported to Vietnam, so the issuance of electronic passports is delayed compared to expected.
6. Removal of the Household Book
Previously, in Resolution 112 2017, the Government advocated to remove the form of management of permanent residents with household registration books and replace it with management through personal identification numbers.
Currently, a draft Law on Residence is under construction, which mentions the abolition of the Household Book. The management of citizens from manual methods by paper books will be transferred to a modern management method by information technology.
