In this regard, according to the provisions of the Law on Health Insurance regarding the application of information technology in health insurance management, building a national database on health insurance, no later than January 1, 2020, the social insurance agency must implement issuing electronic health insurance cards for participants of health insurance.
According to Vietnam Social Insurance, the electronic health insurance card will be made of plastic, about the same size as an ATM card but will be equipped with an electronic chip to store participants’ information, convenient for the process of monitoring and treating the disease when the entire calendar. In particular, electronic health insurance cards allow users to be verified with biometric information (fingerprints, faces) quickly and accurately for the convenience of everyone, especially the elderly.

When having an electronic card, people do not need to bring identification documents. Those who are enrolled in health insurance who have a paper card will be actively converted to the electronic card by the social insurance agency and do not require additional documents. For new participants, after submitting an application for a health insurance card, the social insurance agency will issue an electronic health insurance card to the participants.
By 2020, the social insurance agency must complete the construction and operation of an electronic database on social insurance management nationwide (based on Clause 2, Article 9 of the Law on Social Insurance 2014). Therefore, the upcoming health insurance card will integrate information on social insurance and unemployment insurance to move forward to replace the current paper social insurance book.
