Citizen card with electronic chip will support converting country number
On October 7, the Government Office sent a document to the Minister of Public Security to convey Prime Minister Nguyen Xuan Phuc’s instructions on the form of citizen identification card with electronic chip.
Accordingly, the Prime Minister assigned the Minister of Public Security to decide on the model and material of citizenship identification cards with electronic chips according to their competence, including the application of advanced technology, ensuring security and safety. the ability to integrate and smoothly deploy electronic transactions, saving costs for people and society. At the same time, to support and promote national digital transformation, towards building a digital government, a digital economy and a digital society.
On the same day of October 7, the Government Office also informed ministries, branches and localities of Prime Minister Nguyen Xuan Phuc’s opinion on the use of citizenship identification cards with electronic chips in the project ” Producing, granting and managing citizen identity ”.
The Prime Minister assigned the Ministry of Public Security to assume the prime responsibility for, and coordinate with the Ministry of Information and Communications in guiding ministries, branches and localities to review and synthesize the need to integrate services and applications in the fields of work and management of ministries and branches. In the locality, they use electronic chips on their citizen’s identity cards to promote the economical and efficient use of citizen identification cards.
The ministries, branches and the People’s Committees of the provinces and centrally-run cities must actively coordinate with the Ministry of Public Security in integrating application and using information on citizen’s identity cards in working fields; build platform applications to put on the chip before granting citizenship identification to citizens.
Investment policy of the project “Producing, granting and managing citizen identity” was approved by the Prime Minister on September 3, 2020. The project aims to improve the efficiency of the state management of citizenship, creating favorable conditions for citizens to carry out administrative procedures and civil transactions; building an e-Government, creating a breakthrough in socio-economic development of the whole country, and at the same time contributing to effectively serving the fight against crime.
With a total investment of VND 2,696 billion, during the implementation of the project “Manufacturing, granting and managing citizenship identity” from 2020 to 2022, will build a system of unified citizenship nationwide. , deployed and centrally managed at the Ministry of Public Security, including: Hardware investment (biometric identification systems, servers, workstations, peripheral devices, storage devices, security devices) ; Software investment (commercial software, application software); Training services, implementing and setting up infrastructure.
Preeminent feature of citizen identification card with electronic chip
According to information shared by representatives of the Ministry of Public Security at an online conference held on September 9 to implement the project “Manufacturing, granting, managing citizenship identity” and reviewing 6 months of project implementation. “National database on population”, the ministry will report the results to the Government, press the button to start two systems and run a test in February 2021 and put into operation officially from July 2021. .
The representative of the Ministry of Public Security also said that the highlight of the project “Producing, granting and managing citizenship identities” would be to change the way fingerprints are collected. It is expected that on November 1, 2020, the Ministry will synchronize fingerprinting according to a new method nationwide. The Ministry of Public Security also aims to complete the issuance of about 50 million citizen identification cards with electronic chips before July 1, 2021.

In addition, according to analysis of the Ministry of Public Security, the integration of electronic chips on citizen identification cards also provides flexibility when it is necessary to add or modify information on the card after being issued by the police. . Data on the chip can be accessed immediately without depending on the network connection through devices that allow reading information on the chip. Therefore, it will help the identity authentication be done immediately, minimize the identity forgery.
