From 2020, there is no need for personal documents for medical examination and treatment with health insurance

For many years, identity card or other personal documents have been an integral part of medical examination and treatment records of health insurance. However, from next year, when medical examination and treatment, people have been able to ignore this type of paper.

Medical examination and treatment procedures with current health insurance
According to Article 15 of Decree 146 of 2018, the Government requires people to present health insurance cards when having medical examination and treatment, which can be presented with or without photos.

In case the health insurance card does not have a photo, one of the photo identification documents issued by a competent agency, such as identity card, citizenship, passport, etc., must be presented. receipt from the commune police, other papers certified by the educational establishment where the student is managed; other papers proving legal identity.

With some special subjects, medical examination and treatment records of health insurance may also:

– For children under 6 years of age:

If a health insurance card has not been issued, a copy of the birth certificate or birth certificate is required.

In case of immediate post-birth treatment without a birth certificate, the head of the medical examination and treatment facility and the parent or guardian sign the medical record for use as a basis for payment.

– For the person who is waiting for re-issue, exchange card:

Presenting the appointment certificate for card re-issue, card replacement issued by the social insurance agency and 01 type of identification document.

– For organ donors:

Depending on the circumstances (have a health insurance card or are waiting for re-issue, change card) to produce the appropriate papers mentioned above.

In case of immediate treatment immediately after donation, the head of the medical examination and treatment facility where the body part is taken and the patient or relative sign a certification in the medical record for use as a basis for payment.

– For people who transfer medical examination and treatment services:

Presenting transfer records of health facilities and referral paper.

– For those who re-examine according to treatment requirements:

Presenting appointment certificate for re-examination of medical examination and treatment facilities.

– For emergency responders:

To be entitled to medical examination and treatment at any medical examination and treatment facility and to produce appropriate papers if having a health insurance card or waiting for a re-issue or exchange card before leaving the hospital.

– For people going on business trips, working on mobile trips, studying concentrated in the form of training, training programs or temporary residence:

Have initial medical examination and treatment at the same health facility or equivalent to the initial medical examination and treatment registration facility inscribed on the health insurance card and produce the appropriate papers already mentioned and one of the papers (the original) or photocopy): mission statement, decision to send the student, student ID card, student registration certificate, transfer paper.

It can be seen that the procedure of medical examination and treatment with health insurance is quite complicated. Each different subject will have to bring different types of papers. If missing or supplementing slowly, it is easy to face difficulties and trouble in paying medical examination and treatment expenses.
From 2020, replace paper health insurance cards with electronic health insurance cards
This is one of the other remarkable contents of Decree 146 mentioned above to modernize and simplify administrative procedures in the field of health. Specifically, in Clause 5, Article 42, by January 1, 2020, participants in health insurance will be issued with electronic health insurance cards.

Those who already have a paper card are actively converted by the social insurance agency to an electronic card and do not require additional documents.

The representative of Vietnam Social Insurance said that the electronic health insurance card is made of plastic, about the same size as an ATM card and is fitted with a chip that applies Vietnamese-owned technology.

The basic contents on the card include: Code, full name, date of issue. As for other contents such as gender, residence, healthcare facility … will be managed directly on the professional software.

In particular, this card allows the patient to be verified through biometric technology (fingerprints, face …) quickly and accurately.

Therefore, when going to medical examination and treatment, people do not need to bring identification documents as well as shorten the time to examine, assess, and pay expenses manually.

Moreover, the card features integrated, linked, stored information, thus making it more convenient for the patient’s monitoring and treatment process when the entire medical history is stored on the card.
